Enrolling as an Adult Autism Waiver (AAW) Transportation Provider

AUDIENCE:
All Interested Parties

PURPOSE:
To provide information to agencies interested in enrolling as a direct provider or Organized Healthcare Delivery System (OHCDS) provider of the Transportation service added to the AAW with an anticipated effective date of January 1, 2020

DISCUSSION:
The Adult Autism Waiver has been amended to include a new service, Transportation. ODP anticipates the waiver amendment will be effective January 1, 2020. This communication is intended to provide information about how to enroll as a provider of this service.

Transportation is a direct service that enables participants to access services and activities specified in their approved service plan. This service does not include transportation that is an integral part of the provision of another discrete Waiver service.
The Transportation service consists of:

1. Public Transportation. Public transportation services are vendor services provided to or purchased for participants to enable them to gain access to services, activities in the community and resources as specified in their service plans.

2. Transportation-Trip. This service is transportation provided to participants for which costs are determined on a per trip basis. A trip is defined as transportation from a participant’s home, a waiver service, activity in the community or resource specified in the participant’s service plan to a waiver service, activity in the community or resource specified in the participant’s service plan or the participant’s home. Transportation may be used to travel to and from a job that meets the definition of competitive integrated employment. Taking a participant to a destination and returning the participant to his/her home is considered two trips or two units of service. Trip distances are defined by ODP through the use of zones. Zones are defined as follows:

• Zone 1 – greater than 0 and up to 10 miles;
• Zone 2 – greater than 10 miles and up to 30 miles; and
• Zone 3 – over 30 miles.

Expenditure for Transportation is limited to $4,500 per participant’s service plan year. Public Transportation and Transportation – Trip can be delivered by a provider that chooses to directly enroll as an AAW provider or that chooses to provide services through an OHCDS provider. A provider may also choose to do both. Agencies that are enrolled in AAW to provide Supports Coordination, Specialized Skill Development, and Supported Employment may apply to become an OHCDS provider for Transportation.

Supports Coordination Organizations (SCOs) may not enroll to be a direct provider of Transportation.

HOW TO ENROLL DIRECTLY AS AN AAW TRANSPORTATION PROVIDER:

Transportation-Trip

Applicants that wish to enroll as a provider of Transportation-Trip (Provider Type 26, Specialty Code 267), must take the following steps based on the agency’s current status as an enrolled provider:

For current AAW providers with an active service location (Provider Type 26) in PROMISe:
• Request an application from the Bureau of Supports for Autism and Special Populations (BSASP) via ra-pwbasprovenroll@pa.gov
• Return application and requested materials to BSASP via rapwbasprovenroll@pa.gov

For current AAW providers who do NOT have an active service location (Provider Type 26) in PROMISe:

• Use the Provider Enrollment System to open a new Service Location with Provider Type 26, Specialty Code 267 attached.

o All required documentation should be attached to this application

• Contact BSASP via ra-pwbasprovenroll@pa.gov with the Application Tracking Number (ATN) to follow up on the status of the application.

For agencies NOT currently enrolled as an AAW provider, but with an active service location (Provider Type 26) in PROMISe:

• Request an application from the Bureau of Supports for Autism and Special Populations (BSASP) via ra-pwbasprovenroll@pa.gov

• Return application and requested materials to BSASP via ra-pwbasprovenroll@pa.gov

For agencies NOT currently enrolled as an AAW provider that do NOT have an active service location (Provider Type 26) in PROMISe:

• Use the Provider Enrollment System to open a new Service Location with Provider Type 26, Specialty Code 267 attached.

o All required documentation should be attached to this application

• Contact BSASP via ra-pwbasprovenroll@pa.gov with the Application Tracking Number (ATN) to follow up on the status of the application.

Public Transportation

An agency that wishes to enroll directly as a provider of Public Transportation should contact BSASP via ra-pwbasprovenroll@pa.gov for further guidance.

HOW TO ENROLL AS AN OHCDS PROVIDER FOR PUBLIC TRANSPORTATION OR TRANSPORTATION TRIP

Applicants that wish to enroll as an OHCDS Provider for Transportation (Provider Type 55, Specialty Codes 267 and 537*) must take the following steps based on the agency’s your status as a provider/SCO:

*Specialty Code 537 allows OHCDS Providers to bill for the OHCDS Administrative Fee. The OHCDS provider can charge an administrative fee. This administrative fee is $25.00 or 10% per transaction, whichever is less.

For current AAW providers/SCOs with an active service location (Provider Type 55) in PROMISe:

• Request an application from the Bureau of Supports for Autism and Special Populations (BSASP) via ra-pwbasprovenroll@pa.gov

• Return application and requested materials to BSASP via ra-pwbasprovenroll@pa.gov

For current AAW providers/SCOs who do NOT have an active service location (Provider Type 55) in PROMISe:

• Use the Provider Enrollment System to open a new Service Location with Provider Type 55, Specialty Code 267 and 537 attached.

o All required documentation should be attached to this application

• Contact BSASP via ra-pwbasprovenroll@pa.gov with the Application Tracking Number (ATN) to follow up on the status of the application.
