The Armstrong-Indiana Behavioral and Developmental Health Program (AIBDHP) was established by the Commissioners of Armstrong and Indiana Counties to comply with the Mental Health and Intellectual Disabilities Act of 1966 passed by the Pennsylvania Legislature. The legislation mandated that all counties in the Commonwealth, either separately or jointly, establish community based services for the mentally disabled in their counties.
